Seeking to prevent a health care crisis in Pennsylvania, physicians, administrators, attorneys and industry professionals told members of the House Majority Policy Committee during a public hearing in Harrisburg today that the Pennsylvania Supreme Court must not change a rule dealing with medical malpractice lawsuits. Committee Chair Rep. Donna Oberlander (R-Clarion, Armstrong & Forest) said the proposed rule change to allow venue shopping could reverse progress that has been made to help ensure access to medical care for all, and called for Pennsylvania citizens to file comments about the proposal with the courts prior to a final decision on the rule changes.

House Republicans are calling on lawmakers, health care practitioners, and citizens to oppose a court-proposed rule change that would allow venue shopping in medical malpractice lawsuits. Speaker Mike Turzai (R-Allegheny), Majority Leader Bryan Cutler (R-Lancaster), and Policy Committee Chair Rep. Donna Oberlander (R-Armstrong, Clarion, Forest) called for a vocal response to efforts to change the current rule, adopted in the early 2000’s, which helped to stabilize insurance rates and keep physicians practicing in the Commonwealth.

Working to protect potential victims and ensure Pennsylvania has the most effective laws to address sexual and workplace-related harassment, members of the House Republican leadership team – Reps. Marcy Toepel (R-Montgomery) and Donna Oberlander (R-Clarion/Armstrong/Forest) – along with victim advocate Rep. Sheryl Delozier (R-Cumberland) and House Labor and Industry chairman Rep. Rob Kauffman (R-Franklin) today unveiled new legislation to further safeguard employees. The proposals would create a task force to investigate the laws, practices and procedures surrounding harassment and sexual misconduct in the workplace; and direct the Joint State Government Commission to comprehensively review anti-harassment and discrimination laws and policies affecting Commonwealth employees. Rep. Oberlander offered the following comments at a capitol press conference on the proposed legislation.

Penn Grade Crude Coalition released a report Tuesday in Harrisburg about the huge economic impact of the conventional oil and gas industry in the Commonwealth. Lawmakers and industry representatives praised the report as the first in-depth analysis of the full economic impact of the conventional shallow well drilling and production industry, founded in Pennsylvania more than 150 years ago. Rep. Governor Tom Wolf delivered his annual budget address earlier this week before a joint session of Pennsylvania’s House and Senate in Harrisburg. The governor proposed a $32.3 billion spending plan that calls for no new broad based taxes in the upcoming fiscal year. Rep. Donna Oberlander (R-Clarion, Armstrong & Forest) said lawmakers were generally encouraged by the Governor’s decision to explore a number of cost-saving measures in order to achieve a balanced state spending plan.

The manufactured home industry, a major employer in Clarion County and the surrounding region, is facing regulatory and economic challenges. Rep. Donna Oberlander (R-Clarion/Armstrong/Forest) hosted a House Majority Policy Committee hearing this week in Shippenville to allow legislators to learn more about the manufactured home industry. Rep. Gun owners from across the Commonwealth as well as pro-Second Amendment state lawmakers joined together in the state capitol rotunda on Tuesday for the Rally to Protect Your Right to Keep and Bear Arms. For ten years the annual grassroots event has highlighted Second Amendment rights and served as a platform for citizens to lobby for the passage of legislation to protect the firearms rights of Pennsylvania citizens. Lawmakers took action Wednesday in the state capitol to provide essential funding for the remainder of the 2015/2016 state budget. The current year’s fiscal plan remains unresolved due to the Governor’s line-item vetoes of more than $6 billion for basic and higher education, as well as corrections and agriculture programs. The supplemental budget bill approved by the House and Senate would address the funding holes created by the Governor’s vetoes and restore state funding. The legislation provides for a 200 million dollar increase for basic education lines, a 5 percent increase for higher education, and ensures that no schools will be forced to close in the Commonwealth. Rep. Donna Oberlander (R-Armstrong, Clarion & Forest) said the bi-partisan supplemental funding bill will complete this year’s budget and she hopes the governor will sign the legislation.
